Approve a request into player, guardian, invite, membership, and audit records.
Approval is server-side and atomic. If the parent already has a matching profile, the workflow creates active guardian and team membership records. Otherwise it queues a parent invite and invited guardian link.
Workflow boundary
Public registration remains a pending request only.
Approval creates durable records and a `registration_approval_actions` trail.
Rejected requests never create player, guardian, membership, or invite records.
Pending queue
No pending registration requests.
